Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the stances of these political entities, the report indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
